PLATT

To meet today's challenges regarding technology development in relation to existing rules and laws, public and private actors need to see each other's perspectives to find sustainable solutions. The purpose of the project was to explore the challenge in experimental activities for self-driving transport services.

Today there is a strong political will to enable trials with self-driving vehicles on public roads and since 2017 there is a regulation that regulates the experimental licenses. How the actors interpret, implement and manage the permit process in practice varies to a large extent depending on who is searching, with which system the experiments are to be performed and where the experiments are planned to be performed. At the same time, the applicants often represent an agile culture that goes against the regulations for public administration.

The purpose of the PLATT project is to harmonize the view of the permit process for road trials for automated transport services and to develop the possibilities of scaling up the experimental activities. 

Within PLATT, shorter, internal project meetings have been complemented by longer external meetings. From these meetings, we have collected examples of challenges from both the project partners and other actors who play or plan to play a role in relation to the Swedish Trial Ordinance. Within the project group, we have analyzed and aggregated these challenges into themes, which we present in detail in the final report. The themes are

  • Lead time - How long does it take before you get the go-ahead to start the experiment?
  • Cost - How much does a trial permit cost?
  • Legal dependencies - What other laws and regulations need to be taken into account?
  • The application - What is included in an application?
  • New actors with new perspectives

Related to these areas, the project presents in its reports concrete strategies and practical solutions for solving problems.
