Prestudy: Roadmapp – a tool for goal-directed climate-smart mobility measures

The purpose of the project has been to verify the need for IT support for target management of climate-smart mobility measures in municipal roadmaps towards climate neutrality in 2030.

To capture and document requirements and functions as well as comprehensively model the transport system to enable testing of measures and possible roadmaps based on target management (backcasting).

Method
In collaboration with users and partners, the possibilities for adapting the Roadmapper Tool, which is currently being developed at the department for strategic sustainable development at Blekinge Institute of Technology in Karlskrona, were mapped for the needs that the municipalities within Viable Cities and Drive Sweden's network "Climate smart mobility 2030" have when they need to change their passenger transport (mobility) in a very short time.

Purpose of the pre study
With the preliminary study, they wanted to identify specific needs and functions in a future IT-based decision system that the municipalities can use to make well-balanced, goal-directed strategic decisions on measures in the transport area. The feasibility study would also produce the basis to be able to take this idea to the next level and implement a demonstration project in a pilot/test environment. This includes environmental analysis, technical overview and budgeting to assess costs and time required to develop a first version of the tool (a so-called Minimum Viable Product (MVP)).

Next step
The pre study was able to successfully confirm and verify the central need and the functions of an IT-based goal-directed decision system that municipalities and regions need to make well-founded, goal-directed strategic decisions on measures within the transport system with a view to sustainability and social economy. The preliminary study produced a basis for being able to take the idea to the next level. This included a possible 10-year development plan and a preliminary budget that will form the basis for further development of the service.
